Citizens, activists, sportsman, environmentalists. People from many walks have had enough of the muddy water flowing from environmentally unfriendly construction sites and of lax enforcement by those who insist we have good laws even though we can’t seem to find the willpower to enforce them. We know our Bay and our rivers are declining from polluted runoff, sediment caused by uncontrolled or unnecessary disruptions to the natural hydrology and the flood of unhealthy pollutants that pour off of paved surfaces from a busted ecology. It’s no mystery how to stop this awful trend, but it will take more stringent measures and more resolutely crafted laws in order to restore the true intent of the regulations and allow citizens to use the courts if necessary if regulators fail to do the job that needs to be done. That is why The Citizens Campaign for the Environment nominated Stormwater reform as one of its top priorities in 2007. Reform is needed because we need to change the way things are being done presently. Because growth and new construction are inevitable, we must build smarter in order to protect the environment we all share.
